Budget Session of the Assam Assembly

The budget session of the Assam assembly started on the 16 March with the governor's address. The speech failed to make any mention of the assassination of Comrade Anil Kumar Baruah. It also skirted clear of making any remarks on the non-enforcement of the MoU for the hill districts. The ASDC MLAs protested during the speech for these serious ommissions by raising slogans and flashings placards with their demands. With a persistent indifference shown by the governor to our demands, the MLAs staged a walkout.

Later three members of the ASDC legislature group participated in the debate on the motion of thanks to the governor's address. A scathing attack was made on the government for its lack of sincerity towards the tribals and its failure to combat insurgency. The three speakers also criticised the government for its misearable failure on the economic front while raising some specific issues like failure to revitalise sick industries.

During the zero hour the matter about the disappearance of a youth from army custody was raised. The incident had come in for sharp criticisms from the State Human Rights Commission and other human rights groups.

This session also saw the election to the Rajya Sabha. A rumour was spread around that the ASDC had violated an agreement of 1995 signed between the AGP, the CPI and the CPI(ML) regarding sending a common candidate to the Rajya Sabha from each of the parties by turn. Actually it was the AGP which had violated the agreement by declaring an AGP candidate as its first choice candidate instead of the CPI candidate, who was supposed to be the first choice candidate as per the agreement though the CPI did not oppose this as much as they should have done. The AGP has violated the second clause of the agreement also by betraying on Tribal Autonomy and the implementation of the MoU on the Hill Councils. The CPI's role on this was also quite disappointing.

The AGP's pro-BJP shift will require the CPI to spell out its future role with the AGP. The AGP is trying to form a new front under the changed political conditions. Even in such a situation we supported the CPI candidate for the Rajya Sabha against the Congress(I). Our stand over this whole episode had a good impact on other opposition parties specially PDF and BSMC.
On 7 April, the foundation day of the Assam assembly, Holiram Terong, leader of the ASDC legislative group received the award for the best legislator award in the Assam Assembly.
